Home ownership and mortgages
In the first half of the 1990s, home ownership became risky for many people. Re-possessions rocketed and the number of people in serious arrears with their mortgages grew by tenfold between 1989 and 1993. Whilst the situation has eased since then, the number of mortgage holders in serious arrears is still double that of a decade ago. Furthermore, 15% of households with a mortgage are now in an economically vulnerable position, in that the head of the household is not in full-time paid work.
The question is what happens when the Britain next enters a recession. This project analysed the risks and opportunities and made recommendations for how the government could act to mitigate the harmful effects.
