About

New Policy Institute

The New Policy Institute is a progressive think tank, founded in 1996 by Guy Palmer and Peter Kenway.  Wholly independent, we have neither financial backers nor political patrons.

NPI's funding is project-based, with our projects being a mixture of commercial consultancy and grant-funded research leading to public domain reports.

Almost everything we do rests on our long experience of using and interrogating all the main official datasets covering everything from income, employment and social security to housing, education and crime.

Our interest lies in how the pattern (or distribution) of these things varies across society and over time and how they are connected.

Our expertise lies in marshalling and interpreting the empirical evidence – ‘turning the numbers into words’ – in ways that allow detail to be seen as part of a bigger picture. We remain ever-sceptical of received wisdom.

We like to work in an open way, both formally with partners and informally with those who have a different way of looking at the subject.  We are always pleased to be invited to come along and talk about work.

Peter’s career has combined spells as a manager, consultant and planner in public transport with time as an academic economist at the University of Reading.

Tom joined NPI after a spell working at the Department of Health as an operational researcher.  In addition to his central role on most of NPI's major projects, Tom is NPI's principal data analyst, leading its effort to provide data support to third sector organisations.

Anushree has recently joined NPI after spells with several other third sector organisations.

Jenny has over 20 years experience, first as a senior housing manager and then in housing and social policy teaching and research at the University of the West of England, Bristol.  As well as her research with the Institute, Jenny works with older people’s and learning disability organisations.

Cathy has over 15 years practical and academic experience in the fields of Child Psychiatry and Health Policy.  Besides her research for the Institute, Cathy works with a range of mental health charities and has research and teaching responsibilities at the LSE

Steve has an academic background on public policy and 25 years of experience of development work and management in third sector organisations.
